The Bank of Papua New Guinea oversees the Foreign Exchange Market Operations, Foreign Reserve Management, Domestic Money Market Operations and Development, implements monetary policy via the Open Market Operations, Act as an Agent to the Government, and provides Registry and Custody services to the Government of Papua New Guinea. The Bank also plays a Regulatory role in the financial markets in Papua New Guinea.

Foreign Exchange Market and Reserve Management

The Bank of PNG is the Regulator of Foreign Exchange Market Operations and manages the country’s Foreign Reserves. To aid these, the Bank monitors and assesses the developments in the global economy, financial market conditions, and foreign exchange markets domestically and abroad. It facilitates trading in the domestic foreign exchange market by performing a broker’s role. Based on the developments in the financial and the foreign exchange markets, it designs and implements the Bank’s Intervention Strategy. The Bank also manages the foreign exchange reserves of the country and is responsible for investing the reserves in line with the Reserve Management Policy of the Bank as well as conducts Risk Management for the Foreign Reserves Operations.

Domestic Money and Bond Market Operations and Development

In the domestic money market, the Bank of PNG implements monetary policy through the open market operations, facilitate wholesale interbank trading and conducts auctions of Central Bank Bills (CBB), Government’s Treasury Bills and Inscribed Stock, and CBB Tap Trading. The Bank also monitors the movement in exchange settlement account balances and system liquidity on a daily basis, and assists the Government to raise its finance by facilitating trading in the Domestic Money and Bond Markets.

Registry and Custody Services

The Bank of PNG acts as an Agent to the Government of Papua New Guinea, through which the Bank provides Registry and Custodian Services. This is where all records and details relating to investors and Government Securities are kept and maintained. As part of the Registry services, the Bank monitors and records movements in holdings of Government Securities and Central Bank Bills, makes interest payments to investors and attends to customer queries relating to Government Securities and Central Bank Bills.
